Dr. Stroud earned his Ed.D. in Curriculum and Instruction in February 1990 from the University of Rochester. He also earned his M.A. from the University of Rochester in Educational Administration and M.S. from Nazareth College in Elementary Education. His Bachelor of Science degree is from the State University College at Buffalo in Elementary Education.

Dr. Stroud joined the St. John Fisher College (SJFC) School of Education full-time in September 2004. His professional experiences prior to joining SJFC were as a P-12 educator. First as a classroom teacher in the Los Angeles Unified School District and Rochester City School District; then as a vice principal and principal in Rochester. Following his retirement in 2001 Dr. Stroud was elected to the Rush-Henrietta School Board in 2003 and after being re-elected, three times served terms which extended to 2011.

The community involvement of Dr. Stroud includes having served as a member of the Democrat and Chronicle newspaper education readers' panel. This panel was comprised of the education editor, seven education news reporters, selected Monroe County parent leaders and school administrators. The panel met six times a year and focused their discussions on current education topics and potential topics for news coverage. Dr. Stroud also served as a Neighborhood Ambassador for Quad A For Kids (a non-profit organization which acquires and distributes funds to educational programs for children living in inner city neighborhoods).

Dr. Stroud is actively involved in the Rochester Leadership Academy, which provides support for Rochester City School District principals to increase their awareness and use of best practice leadership strategies.
